I find this quite an endearing term.
It generally refers to someone who is not particularly well brought up or someone who is ‘rough at the edges’ or not very cultivated.
A yokel or a country bumpkin (UK), a redneck (US), a bogan (Aus.)
You might compare this to the English ‘Plonker’ (Person with little or no knowledge)
